Transportation Disadvantaged Service Plan (TDSP)
The Florida Commission for the Transportation Disadvantaged (CTD) requires every Community Transportation Coordinator (CTC) to create and maintain a Transportation Disadvantaged Service Plan (TDSP). The TDSP serves as the community’s roadmap for how transportation services are organized, delivered, and evaluated to meet the needs of residents who depend on these services.
Each year, the CTC works closely with the TPO to update the plan. This annual update is an opportunity to review goals, track progress, and outline specific improvements for the year ahead, helping to keep the program responsive and effective. A major update of the TDSP occurs every five years.
The TDSP includes several important components:
Development Plan
Looks at community needs, sets goals, and outlines strategies to make transportation more accessible and efficient.
Service Plan
Explains how transportation services will be provided and managed to meet those goals.
Quality Assurance
Ensures services are safe, reliable, and focused on customer satisfaction.
Cost/Revenue Allocations & Fare Justification
Lays out how funds are used, how costs are shared, and how fares are set to keep the program financially sound.
