The Florida Commission for the Transportation Disadvantaged (CTD) requires that each Community Transportation Coordinator (CTC) adopts a comprehensive Transportation Disadvantaged Service Plan (TDSP) and annually updated tactical plan that includes the following components for the local transportation disadvantaged (TD) program:
• Development Plan
• Service Plan
• Quality Assurance
• Cost/Revenue Allocations and Fare Justification
